No, we don’t need to help other countries for free, because we already do — to wit, textbooks.

In addition to providing security directly and indirectly to those less fortunate, we see that just like with pharmaceuticals, it is the American consumer who has been subsidizing foreigners. We pay more for our stuff so the companies can sell them for less overseas. Those foreign countries should be thanking us.
