My assessment :   Taqiyya is the Islamic doctrine that permits any lie to non-Muslims necessary to forward Jihad.  This judge has probably been applying it in the past, and now is trying to cover up his slip.    (Interesting, I must admit.  Finally our culture of do-gooding is coming in handy.  Having been brought up in a civilized culture, the judge found it too difficult to keep up his lie.)   If this proves correct, my "Manchurian Judiciary" label will prove amazingly accurate.
