A hot war would be preferable to legal and political war for one key reason: It settles things. Law and politics can be "disputed" because someone says it is, regardless of the outcome, and the trouble continues. But when the victor has the proverbial bayonet to the throat of the vanquished, it doesn't matter. The victor is the victor, and the vanquished can say they gave it their all in the only court under Heaven that really settles things--the Court of Blood and Iron.
