Military bases vulnerable to civilian power outages

I was undergoing oral surgery at an Army post here in the States, and the power went out due to an off-base disruption. It was slightly disconcerting to be laying in the chair while the dentist was packing this gaping hole in my mouth saying, "Come back tomorrow." So I know PERSONALLY the effect of connection to civilian networks.

Interesting is that the training manual post World War II seems to allow for individual choice of calibers, plus even single-action revolvers.
