If Black culture didn't raise kids to be violent and criminal, there wouldn't be a problem.  So long as they keep up their current culture, they will continue to suffer the consequences.

Interesting is that the training manual post World War II seems to allow for individual choice of calibers, plus even single-action revolvers.
