If even just one state gets this on the book by 2012, Obama is caught. He has to either cough up the document or raise insurmountable suspicion. I've tried telling people for over a year that this was the route to go, but they were so impatient on one hand and some material-minded on the other that they focused on lawsuits and other efforts for immediate resolution.
