I heard an audiobook of a novel back in the 1990s about how a President was refusing to respond to an overseas threat, so the opposition Congress actually issued a "letter of marque and reprisal" to a U.S. Navy fleet in order to bypass his obstinence. Maybe--just maybe--with conservative/Right control of the House Armed Services committee and the possible turning of a couple of Senators, this can be done today to take vengeance on these people, as well as end the piracy.
